The system was put together jointly by Waves Enterprise and Rostelecom, the nation’s biggest integrated provider. An earlier attempt at blockchain voting “ended in fiasco” after the system suffered setbacks and faced attacks. That iteration was implemented by another blockchain provider, Bitfury.
Ultimately, the new system will be scaled to handle “tens of millions of users."
